1) only natural persons who are registered to vote may contribute financially to candidates for which they are eligible to vote
2) total aggregate contribution(s) of said person to a candidate are limited, per election cycle, to the total annual compensation stated for the particular elected office
3) a facsimile of government issued ID and matching voter registration card must accompany the contribution
4) the local election board will administer the above
This might reduce outside influence on particular elections, make them more local, and perhaps have the effect of limiting terms.
